4 Digits Consulting has provided ongoing support to the Judicial Academy of the Republic of Serbia, through several activities implemented as part of the “Support to the Justice Reform in Serbia” project, co-funded by the European Delegation and the Council of Europe.

4DC drafted the Strategy for development of eAcademy. Namely, the Judicial Academy of the Republic of Serbia has been working for many years on the development and implementation of application solutions that represent technical support in their work and establish the digitization of business processes. As expected, this process was long-lasting, and all applied application solutions were developed individually, successively and largely independently of each other. Consequently, the Judicial Academy is currently using a number of different application solutions, which make up the e-Academy system. However, the mentioned application solutions are at different stages of development, both functional – bearing in mind the needs of users for the possibility of recording certain data, and technical – in terms of the technologies on which these applications were developed and the possibility of their further maintenance and upgrading.

The goals when drafting the Strategy for development of eAcademy were to: (1) prepare an As-is analysis of the current state, by analyzing and objectively looking at all relevant applications in use in the Academy, (2) formulate a strategy for the further development of the e-Academy in terms of conceiving further steps that need to be taken in order to establish of a coherent, rounded and long-term sustainable ICT system of the Judicial Academy. As part of this assignment, 4DC took part in the Second meeting of the Working group for Drafting the Multi-Annual Work Plan of the Judicial Academy of Serbia took place in Vrsac, March 20th – 22nd, organized under the “Support to the Justice Reform in Serbia” project, in order to present the project activities related to drafting the Strategy for development of eAcademy, and take part in discussions related to Judicial Academy digital services and distance learning. The meeting was attended by representatives of the Judicial Academy, Ministry of Justice, High Judicial Council, High Prosecutorial Council and Council of Europe.

Based on the drafted Strategy for development of eAcademy, 4DC also prepared the necessary technical documents (business requirements) for further development of the eAcademy information system, which will be implemented through a grant under the CoE “Support to the Justice Reform in Serbia” project.
